During the Emerald Isle Board of Commissioners meeting on August 13, 2024, the following actions were taken.

- Mayor Holland opened with a speech addressing the Board of Commissioners, Town Staff, and public. He called for and encouraged the Commissioners to do their best to serve all people of Emerald Isle and carryout their oaths of office.
- Chief Billy Matthias recognized the 2024 Lifeguards, including Supervisors Rachel Nieder and Mackenzie McClarney, and presented Summer 2024 statistics. He stated that the Junior Lifeguard program hosted over 75 children this summer. Twelve lifeguards were present.
- Multiple department leaders presented on the Town’s preparations and response to Tropical Storm Debby, including Fire, EMS, and Ocean Rescue, EIPD, and the Public Works, Planning, and Public Information departments.
- Public Works Director, Joe Smith, noted that the Town pumped over 6 million gallons of water via mobile and stationary pumps throughout Town during the storm.

- Public Comment was held with two commenters.
- The Board unanimously approved the contract with new Town Attorney Tommy Kellis and the Carolina Law Group.
- The Board voted to table the consideration of a full time Front Desk/Planning Department employee until the September BOC meeting to gather more information.
- The Board unanimously agreed to support the enforcement of the ordinance pertaining to Feather Flags in Emerald Isle.
- The Board voted to allow a temporary ABC alcohol permit on Friday, September 27, 2024 at the Emerald Isle Rec Center for the EI Fishing Tournament’s Captains Party.
- There was extensive discussion about Cape Emerald’s stormwater management, including the history of the proposed project, current status, funding, and a possible future meeting between their HOA, the Board of Commissioners, and Town staff.
